  3. Whisk flour, baking powder, and salt in one bowl; in another, cream butter and sugar until fluffy, then add egg and vanilla, mixing until smooth.
  4. Fold the flour mixture into the creamed mixture until just combined; spread the cookie layer over the crust.
  5. Sprinkle chocolate chips and mini marshmallows over cookie layer; drizzle with sweetened condensed milk.
  6. Bake for 22-27 minutes until edges are golden brown and center is slightly soft.
